PROBLEM TO BE SOLVED: To enhance charge acceptance performance by eliminating polarization of a secondary cell during charging.SOLUTION: The charge control device 30 includes: a secondary cell 22; vehicle state detection means 20 that is installed on a vehicle 1 with charging means 24 capable of charging the secondary cell using regenerative energy during deceleration of a vehicle to detect a running state of the vehicle; discharge control means 23a for determining a discharge current dis according to a state of the secondary cell; and discharge means 23 for discharging the secondary cell with the determined discharge current dis before charging by the charging means is performed.
