PROBLEM TO BE SOLVED: To prevent a false recognition result from being output as it is when a character printed on a final product or intermediate product in a manufacturing floor is false recognized.SOLUTION: A difference luminance distribution in the x-axis direction (or y-axis direction) is determined by subtracting a standard luminance distribution in the x-axis direction (or y-axis direction) from a luminance distribution in the x-axis direction (or y-axis direction). When at least one of the section length longer than or equal to a threshold in the difference luminance distribution in the x-axis direction; the section length shorter than or equal to the threshold in the difference luminance distribution in the x-axis direction; the section length longer than or equal to a threshold in the difference luminance distribution in the y-axis direction; and the section length shorter than or equal to the threshold in the difference luminance distribution in the y-axis direction is a certain length or longer, it is considered that there is the possibility that a tentatively determined character is erroneously recognized, and the character is not output.
