The present invention relates to an inlet and outlet attaching and detaching device of underground water sealed upper protective cap and, more specifically, to an outlet attaching and detaching device of underground water sealed upper protective cap, capable of simplifying assembly and disassembly and facilitating maintenance by comprising: an upper casing having a discharge pipe which is coupled to the upper end of a well casing for discharging underground water to the ground; and a pipe detachable portion which is connected to the discharge pipe in order for the flow path of the underground water pumped through a pipe embedded in the upper casing to communicate, thereby maintaining the water tightness of the discharge pipe and the pipe detachable portion and being sealed and coupled while being easily assembled and disassembled. |
