The method involves connecting a cosmetic tube (2) to a metal applicator (3). The metal applicator is allowed to be set in a direction (A) and another direction in two setting stages (D, D') on an end (4) of the cosmetic tube. The applicator is set using two setting jaws (9, 9 ') presenting a semi-elliptic form so as to allow shape of the applicator to crimp with a slightly lower curvature radius to allow setting of the applicator on the end of the tube. The tube is placed on a support (5) movable in rotation to move the tube from a manufacturing tool to another tool. An independent claim is also included for a system for manufacturing a conditioning and applying device.
