PROBLEM TO BE SOLVED: To provide a developer capable of achieving both low-temperature fixability and storage stability.SOLUTION: According to an embodiment, there is provided a developer that includes toner particles containing a crystalline polyester resin, an amorphous polyester resin, and a coloring material. The entire toner particles have the glass transition temperature Tgt of 30°C to 45°C, and the surface of the toner particles has the glass transition temperature Tgs of 50°C to 70°C.
