The present invention relates to a device and a method used to configure a control message in a broadcasting system which supports a multimedia service based on internet protocols. Accordingly, the present invention configures the control information to be recorded in the payload of the control message to be configured based on a table selected among a plurality of tables defining the information related to creating and consuming complex contents when the type of the control message which is to be configured is determined to be for providing the information related to creating and consuming complex contents. Also, the information regarding the type of the selected table is recorded in a selective field of the control message to be configured.
