PROBLEM TO BE SOLVED: To provide a toner for electrostatic charge image development that suppresses a reduction in image density and unevenness in a plane of an image, without causing the occurrence of fogging even in a high-temperature and high-humidity environment.SOLUTION: A toner for electrostatic charge image development comprises: toner particles; and an external additive externally added to the surface of the toner particles, and has nitrogen atoms on the surface of the toner particles in the content of 0.8 atomic% or more and 5.0 atomic% or less, and the nitrogen atoms at 10 nm inside from the surface of the toner particles in the content of 0.4 atomic% or less.
