The present invention provides a manufacturing method of a DSA electrode, which comprises: a step of performing micro arc oxidation of an inorganic substrate; and a step of inputting a catalyst and heat-processing in order to form an electrode active material layer on the micro arc oxidated substrate. Accordingly, a DSA electrode is manufactured by a micro arc method so as to reduce the overpotential of the electrode with a low onset potential, and thereby manufacture a DSA electrode operated in an increased energy conversion efficiency.
