PROBLEM TO BE SOLVED: To provide an encoding method and a decoding method capable of improving encoding efficiency.SOLUTION: An encoding method of an embodiment includes an index setting step, a prediction step, and an encoding step. The index setting step sets an index indicating information for a weighting factor and a reference image. The prediction step derives a reference value of the weighting factor as a prediction value when a pixel value change between at least one reference image and the image to be encoded indicates not more than a specific reference. The encoding step encodes a difference value between the weighting factor and the prediction value.
