PROBLEM TO BE SOLVED: To make it possible to improve efficiency in bandwidth use in multi-path communication using a plurality of paths with large differences in transmission delay.SOLUTION: A TCP/IP communication control unit 202 and MPTCP control unit 203 executed on an OS (operating system 201) are provided. As an upper layer of the TCP/IP communication control unit 202 and MPTCP control unit 203, an application program 204 is executed. A distribution control unit 211 is provided as part of the MPTCP control unit 203, and configured to control distribution of data to be transmitted from each network interface. The distribution control unit 211 identifies transmission delay per sub-flow, calculates/updates an estimated arrival time while predicting a congestion window size, and transmits a segment to a sub-flow with the shortest estimated arrival time.
