An apparatus for simulating a flatness defect element of a plate and a method for manufacturing a thick plate using the same are provided. The apparatus for simulating a flatness defect element of a plate evaluates determination integrity of a flatness determiner determining the flatness of a plate after rolling, accelerated cooling, and hot rolling. The apparatus for simulating a flatness defect element of a plate comprises a base member placed to be movable; and a flatness defect element simulating unit provided on the base member. According to the present invention, the apparatus for simulating a flatness defect element of a plate can quantitatively evaluate the determination integrity of a flatness measurer by performing simulation at a level similar to that of actual defect elements as much as possible and can increase quality by improving flatness of a thick plate by precisely measuring the flatness of a plate (a thick plate) based on the evaluated determination integrity when an actual work is performed.
