The present invention relates to a circular settling pond with a stirring and flocculating device wherein the circular settling pond has a sludge scraper installed to collect sludge settled on the bottom of a circular settling pond with a hopper installed in the middle. The stirring and flocculating device is arranged in the middle of the upper part of the settling pond so that raw water and flocculant can be stirred uniformly in a stirring tank and overflow into the settling pond. A skirt for preventing disturbance is arranged around the stirring and flocculating device and along the circumference of the settling part to prevent the settled sludge from being disturbed again and discharged together with supernatant water. A sludge eductor is arranged in the middle of the bottom of the settling pond to discharge the settled sludge through a discharge pipe smoothly without accumulation. The stirring and flocculating device, the sludge scraper and the sludge eductor are driven by a single integrated power generation unit.
