PURPOSE: An electronic banking payment service and a system providing the same which use a smart telecommunication device and a card reading device are provided to allow a door-to-door distributor of a financial payment branch to easily do his business, make payments, and deal with bank accounts using a smart telecommunication device based on an electronic banking payment service. CONSTITUTION: A smart telecommunication device with a card reading device receives a working key from a bank server and generates first card information based on the card number of a card and the encrypted password of the card (S810, S820). The card reading device generates second card information by encoding the first card information using the working key (S830). The card reading device transmits the second card information to the smart telecommunication device (S840). The smart telecommunication device encodes the second card information along with the entire text of a contract and transmits the encrypted information to the bank server.
