an acquisition module to acquire available blocks having motion vectors and number of the available blocks from decoded blocks adjacent to a to-be-decoded block, and not to use, when a block being the decoded block and having a motion vector has a specific block size, the block as the available block; a selection information decoding module to decode selection information specifying the available block using a code table corresponding to the number of available blocks; a selection module to select one selection block from the available blocks according to the selection information; and an image decoding module to subject the to-be-decoded block to a motion compensated prediction decoding using a motion vector of the selected block. |
