The present invention can form fine diamond particles by suppressing the grain growth of said diamond particles, and improve the surface roughness and friction coefficient of conventional diamond coating techniques by controlling the content ratio of SP3 and SP2 structures of diamonds and applying a surface pre-treatment technique. Said pre-treatment technique can achieve superior cutting performance and lifespan compared to that of a DLC coating layer by means of a process of cutting aluminum alloy (duralumin) or carbon fiber reinforced polymer (CFRP) plates. Thus, the cutting process for surface roughness can be significantly improved compared to that of a diamond coating layer.
