Disclosed is a centralized monitoring device and method for triggering the start/stop of stand-in authorization. The centralized monitoring device is configured to collect the state data of an upstream institution and receive the detection transaction information directed against the upstream institution from a stand-in authorization system, on the basis of the state data and the detection transaction information, the centralized monitoring device triggers the transmission of a stand-in authorization start/stop instruction to a core switching system and the stand-in authorization system according to the stand-in authorization start/stop condition of the upstream institution.
