According to an embodiment of the present invention, an operating method of a license plate detecting device comprises the steps of: acquiring an image; detecting a plurality of numbers included in the image; determining if two or more numbers are adjacent to each other among the detected numbers; precisely detecting a certain area where the adjacent numbers are included if two or more numbers are adjacent to each other based on the determination result; and outputting the location information of a license plate based on the detected result.
