Provided are a stagnant water treatment device that removes stagnant water which is formed on a material, examples of which include a plate material such as a thick plate and a heated high-temperature material such as a thick material, and a cooling apparatus including same. The stagnant water removing device may be configured to include at least a pair of pivoting rolls that are provided on a material which passes through a cooling section; and stagnant water treatment means disposed in the pivoting rolls and provided for treating stagnant water on the material between the rolls. The present invention not only performs functions of existing pinch rolls but also absorbs and removes the stagnant water on the material, that is, the thick plate. Accordingly, the uniformity of the stagnant water can be maintained and blocking is enabled. In particular, since the stagnant water on the material is absorbed and removed, material cooling deviation can be reduced effectively, and thus material deformation is prevented during cooling for improved quality. In addition, cost reduction is available through the circulation-based use of the stagnant water, and easy application to existing pinch rolls is also possible, which is an improved effect. |
