PROBLEM TO BE SOLVED: To prevent an increase in the transmission bandwidth of a PON section necessary to perform communication between base stations as the number of ONUs requesting CoMP and X2 handover increases in a backhaul form connecting between base stations by the PON.SOLUTION: An OLT side device with a PON configuration is used as a centralized control station, information on mobile stations belonging to all base stations is gathered at the centralized control station, and user data is transferred to a base station after determining the base station to which the user data should be sent. This eliminates necessity to transfer user data to a base station after transmitting it to another station.
