PROBLEM TO BE SOLVED: To provide a speed control device and a speed control method for electric vehicles which reduce the synchro time for synchronizing an electric motor and reduce abnormal sounds due to back-lash between gears.SOLUTION: A speed control device for electric vehicles includes present shift stage clutch release means 82, synchro control means 83 and target shift stage clutch engagement means 85. The synchro control means 83 has a gain adjustment portion 83a adjusting the PI control gain used in controlling the revolution speed of an electric motor on the basis of a vehicle speed detected by vehicle speed detection means and a revolution speed detected by revolution speed detection means.
