PROBLEM TO BE SOLVED: To provide an image encoding device which performs rate conversion without troubling a user nor degrading quality of recorded image, and efficiently uses a hard disk drive.SOLUTION: An image encoding device comprises: an encoding difficulty parameter calculation unit 3 which calculates an encoding difficulty parameter indicating a degree of difficulty of encoding on the basis of an input MPEG-2 video stream 101; a recording mode determination unit 4 which determines a compression rate for the MPEG-2 video stream 101 on the basis of the calculated encoding difficulty parameter; and a re-encoding unit 5 which encodes video data into which the MPEG-2 video stream 101 is decoded, by using the determined compression rate while adaptively changing a target code amount, and generates an H.264/AVC video stream 102. |
