PROBLEM TO BE SOLVED: To provide a technology which is advantageous with respect to the potential fluctuation of the power supply line of an electric circuit.SOLUTION: A reference signal generation device for generating a reference signal to be supplied to an electric circuit which operates within a predetermined voltage range comprises: generation means for generating a second signal by performing spread spectrum to a first signal having a fixed frequency input from the outside; output means for selectively outputting one of the first signal and the second signal as the reference signal to the electric circuit; monitor means for monitoring the potential of a power supply line for supplying a power source to the electric circuit as a monitor voltage; and control means for controlling the output means to output the first signal when the monitor voltage is lower than a first reference voltage in the predetermined voltage range, and to output the second signal when the monitor voltage is higher than the first reference voltage.
