PROBLEM TO BE SOLVED: To reflect information concerning a user on the selection for selectively outputting either registration information or alternative information corresponding to the registration information to the user who makes an output request for the information. SOLUTION: An alternative information generating part (20) generates at least one alternative information different than registration information based on the registration information. A storing part (22) stores the at least one alternative information in storage means for storing a plurality of information elements including the registration information and the alternative information. An output control part (24) outputs, when a user makes an output request, information elements selected based on information concerning the user making the output request.
