PROBLEM TO BE SOLVED: To generate, with a target code amount or less, encoded data having had its degradation in picture quality suppressed by reducing a percentage to be re-encoded, while permitting coexistence of a region to be reversibly encoded and a region to be irreversibly encoded.SOLUTION: From an image to be encoded, input is made in units of a tile composed of a plurality of pixels, and the tile is analyzed to determine which one of reversible encoding and irreversible encoding should be executed. Then, the tile is encoded according to the result of determination. Then, a code amount is adjusted by deleting encoded data by making use of a hierarchical structure of irreversibly encoded data so that a total amount of reversibly encoded data and irreversibly encoded data is less than or equal to a target code amount. At this time, between a tile adjacent to reversibly encoded tile and a non-adjacent tile in encoded data which was irreversibly encoded, a deletable permission level for the former is made smaller than for the latter. |
