The present invention relates to an apparatus and a method for controlling a rolling stand. The apparatus for controlling a rolling stand includes a rolling stand having an upper roll and a lower roll respectively installed on upper and lower parts of a strip to roll a strip moving in a single direction; first and second cylinders installed on both sides of the outer circumference of the upper roll to apply rolling force to the rolling stand; first and second load sensors respectively installed on both sides of the outer circumference of the lower roll to measure the rolling load of the rolling stand; first and second velocity sensors installed on both sides of the strip to measure the moving velocity of the strip; and a PLC control unit for controlling the rolling force by using the rolling load and moving velocity.
