PROBLEM TO BE SOLVED: To select more feature points with a high evaluation value included in other than a dynamic body on a digital image in which the dynamic body and a non-dynamic body are intermingled.SOLUTION: A block dividing unit 10 divides a digital image into a plurality of blocks. A feature point detecting unit 20 detects a feature point of a digital image for each block divided by the block dividing unit 10. A control unit 30 controls the block dividing unit 10 and the feature detecting unit 20.
