The present invention relates to a hydrogel sheet having a capillary gel-net structure using cellulose comprising a step of forming a fiber material; a primary impregnation step; a net hole maintaining step; a step of preparing base release paper; a step of spraying high-concentration hydrogel; a step of immersing a fiber material; a step of fast-cooling; and a step of mounting upper release paper and a manufacturing method thereof. The present invention as described above uses a hydrogel fiber material having a capillary net structure and low-concentration hydrogel surrounding the same to evenly distribute to prevent difference of dryness and has an effect of being applied as a novel drug transferring system which is used as sustained release formulation which inhibits skin trouble.
