PURPOSE: A two-step pyrolysis gasifier and a two-step pyrolysis gasification method are provided to achieve a successive production process by successively transferring materials generated in each step and to improve energy efficiency by using, in a first pyrolysis step, the energy which is generated in a second step. CONSTITUTION: A two-step pyrolysis gasifier comprises a supplying unit (110), a first reaction unit (120) and a second reaction unit (130). A transferring unit for materials generated in the first and second reaction units is one or more among a rotary kiln type, a screw type and a stocker type. Multiple direct heaters are provided to either or both the inlet and/or outlet of the first and second reaction units, or to either or both the upper part and/or lower part of the first and second reaction units. An oxidizer supply unit is installed in the outlet end of the first and second reaction parts to provide one or more among air, oxygen and steam.
