The apparatus (10) comprises an opening unit for pulling apart of the two layers of plastic film (30,40) in sections. A welding tool (150) is provided for welding the two layers of plastic film on a contour. A roller assembly (85) is provided with opposing rollers (90,100) for conducting the two layers of plastic film and passing to the welding tool. The roller assembly is arranged between the opening unit and the welding tool. An independent claim is included for a method for production of plastic bags.
