The present invention relates to a hypoallergenic base cosmetic composition having a soft focus effect which is an emulsion base cosmetic composition consisting of an aqueous part and an oil part in order to have luster and soft focus effects, wherein the aqueous part includes synthetic polymer plate-shaped particles and natural cellulose. The hypoallergenic base cosmetic composition maintains the outside of the skin naturally when applied on the skin. In particular, the hypoallergenic base cosmetic composition provides excellent covering force for the weaknesses such as pores and rough skin tones so that the appearance of the skin is improved and the skin is excellently moisturized.
