The number of frames in the burst is adjusted such that a second optimal number of second frames from a second manufacturer are included in the burst, the second optimal number of frames chosen to enable detection of the burst by second receivers that are tuned to receive the second frames from the second manufacturer. The number of frames in the burst maintains a configuration compliant with government regulations regarding one or more of a burst length and a power emission.
