PROBLEM TO BE SOLVED: To correctly detect occurrence of an event from a video image even in the situation where lightness is varied.SOLUTION: A video input section 11 of a video analysis device 1 captures video data and an encoder 12 encodes the captured video data. A video analyzer 13 calculates a complexity index of a picture indicated by frame data constituting the encoded video data. An environment determination section 14 determines whether an event occurs on the basis of a ratio of a complexity index of a picture to be determined and a complexity index of a picture in the past prior to the picture to be determined, and outputs a determination result.
