PROBLEM TO BE SOLVED: To improve use efficiency of a cell allocated to either one of a plurality of common carriers.SOLUTION: In a base station 10, a counter unit 13 counts the number of terminals existent in an area covered by the own device for each common carrier corresponding to the plurality of terminals. Based on the counted number for each of the plurality of common carriers, an allocation unit 14 allocates each of the plurality of cells in a first group to either one of the plurality of common carriers. The plurality of cells in the first group include each frequency band provided by the base station 10 and capable of being occupied by one terminal that is in communication in each cell. |
