Disclosed are a film for forming a composite material for improving impregnation properties using a carrier film with a resin layer with low viscosity and a method for manufacturing a composite material using the same. A film for forming a composites material according to the present invention includes a continuous fiber layer and a carrier film which is attached to one surface of the continuous fiber layer and has a resin layer with low viscosity on a surface to which the continuous fiber layer is attached. Therefore, the film for forming a composites material improves impregnation properties and mechanical performance.
