A routing policy rule, which is related to a plurality of interfaces and defined for each terminal, is received to a multi-home user equipment (UE) from a server. The routing policy rule related to the interfaces includes a flow distribution rule. The flow distribution rule includes an inter-APN routing flow distribution container including information related to the routing of an IP flow for a plurality of APNs through packet data network (PDN) connection. A first round rule evaluation is performed according to the flow distribution rule selected at the highest priority among flow distribution rules in the routing policy rule related to the received interfaces by the multi-home UE. If the selected flow distribution rule is selected from the inter-APN routing flow distribution container, the rule evaluation for a second round of selecting an access technology for performing flow distribution is performed by the multi-home UE. |
