PROBLEM TO BE SOLVED: To provide an image-selecting device which automatically selects an image which is suitable to content and enables a user to eliminate labor for selecting an image on a Web, and to provide an image-selecting method and an image-selecting program. SOLUTION: The image-selecting device selects an image which relates to content. In addition, the device includes a keyword-extracting part 132 which extracts one or more keywords from specific content, a tag-extracting part 133 which extracts one or more tags attached to an image which can be obtained on a network, a word-and-phrase correlation computing part 134 which computes the correlations in words and phrases between the extracted keywords and the obtained tags, and a selection part 143 which selects an image having high correlation with the content by using the computed word-and-phrase correlations.
