Provided is a pulse thrust controller for a hovering control of an aircraft. The pulse thrust controller can include: a first calculation part to formulate a motion equation of the altitude of the aircraft at a switching time using current altitude and speed thereof; and a second calculation part for determining a first switching time matching the hovering control by determining a numerical solution based on an analytical solution of the motion equation.
