PROBLEM TO BE SOLVED: To provide immobilized bioactive substances that retain significant biological activity following physical manipulation of a substrate material to which the bioactive substances are immobilized.SOLUTION: A medical device comprises: a substrate material; a polymeric covering material bonded to at least a portion of a surface of the substrate; a plurality of bioactive substances having anti-thrombin III binding activity and covalently bonded to at least a portion of the polymeric covering material; and a biocompatible composition non-covalently bonded to the bioactive substances. The bioactive substances have an anti-thrombin III binding activity of at least 5 picomole anti-thrombin III per square centimeter substrate material (pmol/cm2) following sterilization, or following compaction and expansion, of the substrate material.
