PROBLEM TO BE SOLVED: To provide an anionic aqueous polyurethane resin composition for producing a cosmetic puff by using a polyurethane resin, which has excellent formability when producing the cosmetic puff, excellent weather resistance, oil resistance, water resistance, excellent compressive residual distortion, and excellent durability, and to provide a method for producing the cosmetic puff. SOLUTION: The anionic aqueous polyurethane resin composition for producing the cosmetic puff has the anionic group-containing polyurethane resin crosslinked with 3 functional isocyanate compound, and water-dispersed with an anionic emulsifier.
