<p>An objective of the present invention is to receive from another terminal device a packet signal wherein location information and movement information are included. A terminal specification unit (82) specifies, based on location information and movement information included in a received packet signal, a second terminal device which is further forward than a first terminal device which is mounted on a vehicle which is traveling ahead of the present terminal device.
