PROBLEM TO BE SOLVED: To provide a developing device capable of suppressing deterioration of developer and suppressing the occurrence of insufficient image density and scumming, and a process unit and an image forming apparatus using the developing device.SOLUTION: A developing device 4 has a developer carrier such as a developing roller 42 that carries a developer such as a toner on the surface having concave parts 42b and convex parts 42a formed thereon, and a regulating member such as a doctor blade 45 that comes into contact with an area of the developer carrier before the approach to a development position arranged opposite to a latent image carrier such as a photoreceptor 2 of an image forming apparatus to regulate the amount of the developer conveyed to the development position. The surface 421b of the concave part 42b is made rougher than the surface 42t of the convex part 42a. |
