The present invention relates to an apparatus for biochemical water treatment and a method of treating water. Particularly, according to an aspect of the present invention, an apparatus for biochemical water treatment includes an anaerobic bath in which contaminated inlet water is injected, and a reaction by microorganism included in active sludge occurs under anaerobic conditions; an aeration-less aerobic bath in which a mixture of the inlet water of the anaerobic bath and the active sludge is delivered, microbubbles including oxygen are supplied, and a reaction occurs under aerobic conditions; an aerobic bath in which the mixture in the aeration-less aerobic bath is delivered, air is supplied, and a reaction occurs under aerobic conditions; an oxygen free bath in which the mixture in the aerobic bath is delivered, and a reaction occurs under anaerobic conditions; a biochemical phosphorus treatment bath in which the mixture in the oxygen free bath is delivered, a coagulant is injected and a reaction of the coagulant and phosphoric acid included in the mixture occur to remove the phosphoric acid, and a reaction occurs also under aerobic conditions; a membrane filtering bath in which the mixture in the biochemical phosphorus treatment bath is delivered, a filtering membrane for the solidiquid separation of the mixture is included, and treated water generated through the solidiquid separation of the mixture is drained; a first sludge retransfer line for retransferring the active sludge in the oxygen free bath to the anaerobic bath; and a second sludge retransfer line for retransferring the active sludge remaining after filtering the treated water using the filtering membrane from the membrane filtering bath to the aeration-less aerobic bath.
