Disclosed are an apparatus and a method for continuously forming and discharging a conductive clip by machining a copper wire with a circular cross section. The disclosed conductive clip forming apparatus comprises: a reel which a circular cross section copper wire having a circular cross section is wound around; a rolling unit for forming a flat cross section copper wire having a flat cross section by pressurizing the circular cross section copper wire supplied by being unwound from the reel; a cam rotated by a motor operation; a press punch for separating the conductive clip from the flat cross section copper wire by pressurizing the leading end of the flat cross section copper wire into conductive clip form by being interlocked with a rotation of the cam, and by cutting the leading end which is pressurized into conductive clip form; and a press unit having a die arranged to face the press punch.
