[Problem] To provide a manufacturing plant and an apparatus for grinding recycled aggregate in which abrasive grains are caused to uniformly collide with the entirety of a starting material. [Solution] The apparatus is provided with a blast rotor (20) for discharging abrasive grains (B) using rotation-induced centrifugal force, and a rotating sorter (30) for rotatably accommodating the blast rotor (20). The abrasive grains (B) are discharged from the blast rotor (20) toward a starting material (A) held in the rotating sorter (30) so as to shot-blast the granular starting material.
