[Solution] This invention is characterized in that a raw material that can be pulped is formed into a specific shape by shaping a poor quality fibrous matter the quality of which is not suitable for paper making and that is a fibrous matter obtained by maceration and dehydration. The poor quality fibrous matter is characterized by comprising thin and/or short fibers.
