PROBLEM TO BE SOLVED: To generate and verify a one-time password having high security using a new counter.SOLUTION: A control device includes: a storage part for storing a first frequency representing a communication frequency with a first processing device, a second frequency representing a communication frequency with a second processing device, and identification information inherent to an apparatus; a first communication part for transmitting the identification information to the first processing device; a second communication part for receiving a first one-time password generated by determining whether to be based on the identification information received by the first processing device and the first frequency or not according to the determination results of permission or rejection for determination object data received from the first processing device by the third processing device, and a second one-time password generated by the second processing device based on the second frequency that the second processing device owns; and a verification part for performing verification using the second one-time password.
