PROBLEM TO BE SOLVED: To prevent a quantity of water from flooding from a large gap to a lower side of a building including a base isolation structure since the gap is formed between a foundation structure and a building structure for interposing a base isolation device between the structures in the building.SOLUTION: A tongue part 5b of a seal packing 5 is fixed to a distal end portion of a leaf spring 4 fixing a proximal end portion 4a to a foundation structure 1, and a state is maintained where a cylinder part 5a is pressed against a bottom base of a building structure 2 with resilience of the leaf spring 4. A slide plate 2a is deposited to a bottom face such that the cylinder part 5a can be slid in the state where the slide plate 2a is pressed. A plate-like cut-off rubber 8 bridges an outside wall surface of the foundation structure 1 and an outer side face of the building structure 2, and a gap between the foundation structure 1 and the building structure 2 is closed. The gap between the foundation structure 1 and the building structure 2 is also closed by the leaf spring 4 and the seal packing 8, thereby preventing flooding to a lower side of a building. |
