An image forming apparatus includes a photosensitive body (12) as image bearing member having a surface layer. The surface layer includes a charge transport layer (12a) of thickness from 10 µm to 20 µm. An exposing unit exposes the surface layer to light to a form latent image, and has a resolution greater than 600 dpi i.e. of dots below 42 µm. A developing unit develops the latent image with toner so that a toner layer (12c) is formed on the photosensitive body. The toner layer formed includes one, two or three layers of toner particles (120). The electric charge Q (µC/g) of the toner layer per unit weight, the average thickness t (µm) of the toner layer, and the gap d (µm) between the smallest dots satisfy the following relationship: in case of one layer: 42.0/d ‰¦ |Q/t| ‰¦ 18.0 in case of two or three layers: 50.4/d ‰¦ |Q/t| ‰¦ 10.0 |
