Disclosed in the present invention are an apparatus and a method for refining a titanium scrap using plasma hydrogen ion capable of removing oxygen contained in molten titanium by supplying hydrogen plasma onto the surface of the molten titanium. Hydrogen ions and electrons in a plasma phase are supplied into the molten titanium, in order to remove oxygen from the surface of the molten titanium, which forms an oxide film.
