Disclosed are an adaptive non-real-time traffic control method using information of each time zone, a terminal therefor, and a policy providing apparatus. Provided is the policy providing apparatus which includes: a communication unit which receives a policy request signal including transmitter identification information about a communicating path network from the terminal; a DB connecting unit which receives differential policy information of each time zone corresponding to the transmitter identification information from a database; a policy determining unit which generates a policy response signal including a policy determined based on the differential policy information corresponding to the current time among the differential policy information of each time zone; and a policy transmitting unit which transmits the policy response signal to the terminal.
